Pflugerville City Council votes to end Flock Safety contract

On Aug. 25, 2026, Pflugerville City Council voted unanimously not to renew a lease with Flock Safety for automated license plate readers that would have cost $87,500 per year. City Manager James Hartshorn directed staff to cover the cameras and turn off the system after an issue allowed nonpartner law enforcement agencies to access city data. A resident’s open-records review showed outside agencies searched Pflugerville camera data nearly 1.6 million times. Police Chief Willie Richards said he lacked clarity on data protection and could not recommend renewal.
