Stockton Council Approves Flock Drone Expansion

On March 31, 2026, the Stockton City Council approved a more than $3 million expansion of its Flock Safety contract, adding six docked drones for a Drone as First Responder platform. The amendment extends the agreement through April 2031 and brings the contract’s total potential value to more than $5.4 million over five years. The system includes radar-based detect-and-avoid technology, 911 call integration, and FreeForm, an AI-enabled search tool. First-year costs are $390,000; recurring annual costs of $690,000 are expected to rely on grants. Stockton already operates about 120 Flock license plate reader cameras.
